Definition: The technical definition of long pimpled rubber, according to the ITTF, is a pimples out rubber, with or without sponge underneath, that has pimples whose aspect ratio(= pimple height / pimple diameter) is larger than 0.9.

Most players consider long pimpled rubber to be any pimples out rubber that has long pimpled effects. These effects are considered to be the ability to reverse the spin on the ball (to give the opponent his own spin back), and the ability to wobble the ball (make the ball move unpredictably in the air).
